DAVID LEWIS SCHAEFER is Professor of Political Science at Holy Cross College in Worcester, Massachusetts. His seven previous books include The Political Philosophy of Montaigne and, as coeditor, Active Duty: Public Administration as Democratic Statesmanship. He is also coeditor of the internet magazine TheNewConstitutionalist.com.
