BeschreibungThe fifth volume of the Secretary of State Series of The Papers of James Madison covers Madison's tenure in that office from 16 May to 31 October 1803, a period whose most important developments were the domestic and foreign reaction to the signing of the Louisiana Purchase treaty and the renewal of war between France and Great Britain. Madison's correspondence during this period deals with a wide array of domestic and foreign problems, but for the most part Madison was preoccupied with U.S. relations with France, Great Britain, and Spain.By virtue of the State Department's oversight of U.S. territories and foreign policy, Madison stood at the nexus of administration activity on Louisiana. The documents in this volume include his correspondence with Robert R. Livingston, James Monroe, and Charles Pinckney on the details of the Louisiana Purchase; his instructions and other letters to Mississippi territorial governor William C. C. Claiborne, who, with Brig. Gen. James Wilkinson, was to be charged with the occupation and immediate governance of the territory; and his correspondence with Daniel Clark, U.S. consul at New Orleans. The volume concludes with the exchange of ratifications between Madison and the French charge d'affaires, Louis-Andre Pichon.Madison's correspondence also explores the sharpest points of friction between the United States and Spain, including U.S. maritime claims against Spain and America's desire to acquire the Floridas. As for relations with Great Britain, the impressment of American seamen became an increasingly important issue as the outbreak of war with France spurred the British to enforce rigorously their naval regulations, leading to an outpouring ofletters and protests from Americans to Madison. In the Mediterranean the war with Tripoli continued, but the greater part of the correspondence relating to Barbary affairs deals with conflicts between the United States and Morocco.
